Bush Administration Proposes Cuts to Environmental Enforcement and Water Quality Programs

    According to the Clear Water Network, the Bush Administration’s proposed budget for Fiscal Year 2003 would require EPA enforcement staff to be cut by 200. The National Estuary Program would be cut by 5.3 million dollars (21%), the Clean Water State Revolving Fund would be cut by 138 million dollars, a cut of 5 million dollars to the National Water Quality Assessment program and a 2 million dollar cut to the stream-gauging activities. The Toxic Substances Hydrology Program and the Water Resources Research Institute would be eliminated. Some good things did come out of Bush's budget, i.e. reducing the Army Corps of Engineers budget for some of their environmentally harmful projects and a proposed $300 million floodplain mapping project to be completed by the Federal Emergency Management Agency. This project has been needed for clean water, wetlands protection and flood protection for many years.
