Critics say the landscape of Florida is changing because of failure to stem urban sprawl. The Department of Community Affairs (DCA) has lost staffing and budget in the past few years and huge developments have been allowed far from urban centers. DCA approves local government’s comprehensive plans, that serve as blueprints for development. In the 1990s the department rejected 15 percent of proposed changes annually. After Governor Bush took office, Steve Seibert of the DCA, wrote a report that advocated reducing the state role in local planning. DCA objections to plans dropped to only 2.3 percent. Charles Pattison of 1000 Friends of Florida, said DCA has switched its emphasis from strict compliance to a more deferential attitude.
