There is concern by local citizens in Volusia that any construction or dredging of the site will disturb toxic substances that were buried there and cause impacts to the adjacent Mosquito Lagoon. New Smyrna Beach City Commission will vote on a lease for a marina. This site is in the red zone of the County’s Manatee Plan, for being inappropriate for new marinas. However, several cities in Volusia are looking into coming up with their own Manatee Plan instead of adopting the County’s Plan.
