In its annual report to Congress, EPA said cleanups were completed at 40 of the nation's toxic waste sites in the budget year that ended Sept. 30. The agency also added five new sites totaling 1,203 uncompleted cleanups sites. Most cleanups have taken several years, many more than a decade. The program was created to find and clean up the worse toxic waste sites in the country.
